Permanent Representative of Italy to ICAO 

As a diplomatic official of the Ministry of Foreign Affairs and International Cooperation (MAECI), Silvia Costantini performs in Montreal the dual function of Consul General of Italy and Permanent Representative of Italy at the International Civil Aviation Organization (ICAO), from March 7th 2019.

In her diplomatic career of over twenty years she has dealt with political, multilateral, bilateral and consular affairs and issues relating to the European Union (EU).


Prior to Montreal, she also worked as a diplomatic officer of the European External Action Service (EEAS) at the Brussels headquarters and the EU Delegation in New Delhi.

In Brussels, from September 2015 to February 2019, she was in charge of the EU Conflict Early Warning System within the Conflict Prevention Division (PRISM) operating within the framework of the Security Policy and Common Defense.

As First Councilor for Political Affairs to the EU Delegation for India and Bhutan (October 2011 - August 2015), she was responsible for the EU-India interparliamentary relations, the analysis of Indian foreign policy, as well as the dossiers relating to: Migration and Mobility; Local Schengen Cooperation as well as the intra-European Local Consular Coordination. She also performed the latter in the field, in Nepal, in the aftermath of the April 2015 earthquake.

Between March 2008 and September 2011, she was Head of the Political and Press Section of the Embassy of Italy in Tunis, after the first year also held as Head of the Consular Office. Her experience in North Africa allowed her to get to know the Tunisian Republic before, during and after the "Arab Spring" and to deal with the migration issue (Lampedusa dossier).

Her diplomatic experience outside national borders began in China, as Consul of Italy at the First Class Consulate General in Shanghai (May 2004 - March 2008), where she specialized, inter alia, in the field of visas.


She holds a Master in Advanced European Studies at the College of Europe, economic specialization (Natolin, Poland), a Diploma in Diplomatic Studies from the Italian Society for International Organization - SIOI (Rome, Italy). She graduated, cum laude, as Doctor of International and Diplomatic Sciences - SID (Gorizia, Italy), Diplomatic Operator specialization.

She attended periodic professional refresher courses at the Diplomatic Institute of the MAECI in Rome.


Her work and study experiences abroad endow her with an extraordinary linguistic background. She has studied 11 languages ​​to date. In addition to her mother tongue (Italian), she is fluent in French, English and Spanish.


Since March 2019, with her “double hat” as Consul General and Permanent Representative she has been carrying out an intense campaign of public diplomacy, including through the use of mass media. She regularly appears as speaker at international events. She holds a weekly column “La Console Generale d’Italia risponde” ("Answers from the Consul General of Italy") on consular and community issues, published in two periodicals published in Italian: Il Corriere Italiano (from May 28th 2000) and Il Cittadino Canadese (from October 21st 2020).

From February 2013 to early March 2019, she held over 200 seminars/courses/presentations for about 14,000 people in India and Europe on: the role of the EU in preventing armed conflict; the EU as a global player; EU policies and European affairs; migration issues; EU-India relations.


She is an honorary member of the Italian Civil Aviation Society, a member of the Italian Diplomatic Women Association and a member of the International Center for Gentilian Studies.

In 2014 she was awarded the honor of "Knight of the Order of Merit of the Italian Republic".


Her professional interests include consular affairs and the EU, international politics and economics.

Her personal interests: gender issues and the work.

In her spare time she practices sport walking.


The Consul General and Permanent Representative Silvia Costantini is assisted by the Commercial Consul Fortunato Mangiola and by a team of 15 people.
