Consul General and Permanent Representative of Italy to ICAO

Career diplomat from the Italian Ministry of Foreign Affairs and International Cooperation (MAECI), Silvia Costantini is double-hatted in Montréal as Consul General of Italy and Permanent Representative of Italy to the International Civil Aviation Organization (ICAO), since March 7th, 2019.

During her career spanning over two decades, she has dealt with political, multilateral, bilateral and consular as well as European affairs.

Prior to Montreal, she worked as a European Union (EU) diplomat at the European External Action Service (EEAS) at the Brussels Headquarters and at the EU Delegation in New Delhi.

At EEAS Headquarters, she was Head of the EU conflict Early Warning System in the Conflict Prevention Division (PRISM: Prevention of armed conflicts, Rule of Law, Integrated approach, Stabilization and Mediation), in the framework of the Common Security and Defence Policy (September 2015 - February 2019). As First Counsellor for Political Affairs at the EU Delegation for India and Bhutan (October 2011 - August 2015), she was in charge of EU-India inter-parliamentary relations, Indian foreign policy and the following dossiers: Migration and Mobility; Local Schengen Cooperation; and intra-EU Local Consular Coordination, which she carried out also on the ground in Nepal, in the aftermath of the April 2015 earthquake.

For the Italian Ministry of Foreign Affairs, she was Head of the Political and Press section and, previously, Head of the Consular Chancellery at the Italian Embassy in Tunis, before, during and after the "Arab Spring" (March 2008-September 2011). Her career abroad began in China, in Shanghai, as Consul of Italy (May 2004 - March 2008).

The Consul General holds a Master's Degree in Advanced European Studies from the College of Europe (Natolin, Poland), a Master's Degree in Diplomatic Studies from the Italian Society of International Organizations - SIOI (Rome, Italy) and a University degree with honours in International Sciences and Diplomacy - SID (Gorizia, Italy).

Her experiences working and studying abroad give her an exceptional linguistic background. She has studied 11 languages. In addition to her mother tongue (Italian), she speaks and works fluently in French, English and Spanish.

Between February 2013 and early March 2019, she gave more than 200 seminar/courses/presentation to ± 14,000 people, on: the EU role in conflict prevention; the EU as a global player; EU policies and affairs; migration issues; EU-India relations. Since March 2019 in her current double role of Consul General of Italy and Permanent Representative of Italy to ICAO in Montreal, she carries out an intense activity of public diplomacy and outreach throughout all media.
